Roskomnadzor plans to invest nearly 59 billion rubles in upgrading the technical means of countering threats (TMTS) installed on telecom operators’ networks.
The funding is part of a broader five-year initiative under the federal project “Cybersecurity Infrastructure,” aimed at enhancing the country’s online security.
The upgrade is necessary due to the increasing volume of internet traffic, according to Roskomnadzor.
Experts believe this move will improve the agency’s ability to combat VPN services, which have become a popular method to bypass internet restrictions.
As part of the “Cybersecurity Infrastructure” project, existing TMTS equipment, known as TSPUs, will be modernized and new ones installed between 2025 and 2030.
These devices, mandated by the 2019 “sovereign Runet” law, are designed to filter internet traffic, block certain websites, and slow down specific resources.
The overall budget for the “Cybersecurity Infrastructure” project is set at 68.77 billion rubles. Besides the TMTS upgrades, the project also includes the development of a centralized platform to combat online fraud, which will involve collaboration with telecom operators and banks. Another initiative within the project aims to strengthen the system for blocking phishing websites.
