Russia is considering introducing a fee for distributing online advertising as part of its draft budget for 2025–2027. This fee would apply to “advertising and promotion services” on the internet, a charge that does not currently exist. The new fee is intended to increase funding for the national project “Data Economy and Digital Transformation of the State.”
The “Data Economy” project is set to launch in 2025, following instructions from the President of the Russian Federation. The project will provide funding for initiatives like the construction of 5G networks, new support for supercomputer creators, and the development of quantum technologies.
Industry experts warn that the proposed fee could result in higher prices for online advertising, as advertisers may pass on the extra costs to consumers.
The current value of Russia’s internet advertising market is estimated at 381 billion rubles. This figure comes from Roskomnadzor’s Unified Register of Internet Advertising (ERIR), which tracks all advertising in RuNet under existing law.
