The Russian government has announced a new resolution to ban internet-based calls to mobile and landline phones starting September 1, 2025. This decision eliminates the license for transmitting internet data with voice overlays, which previously allowed users to call landlines or mobile networks through the internet.
A Move To Combat Fraud
This change aims to combat telephone fraud, a growing issue in Russia. Scammers often used this technology to substitute phone numbers, making it harder to track them. By removing this licensing option, authorities hope to significantly reduce such fraudulent activities.
The government assured citizens that the ban will not impact regular users of internet-based voice communication. People using apps like messaging services or other internet-only platforms will continue to operate as usual. However, internet calls connecting to traditional telephone networks will no longer be possible.

In a related move, President Vladimir Putin signed a law requiring companies to contribute 3% of their online advertising revenue starting April 1, 2025. This additional regulation signals the government’s broader efforts to increase oversight in the digital space.
