Yandex have supported their Critical Issues documentation (nested in Site Diagnostics) to include fresh guidance around duplicate pages with GET parameters:
Duplicate pages are considered to be pages with the same content, but available at different addresses. Links with GET parameters can also be considered duplicates, since the Yandex robot considers them to be different pages. Such pages are combined into a group of duplicates.
Yandex advises using the robots.txt file to resolve any duplication flags stemming from this issue.
